the company you talk about is DCBL only a debt collector

not a Manchester company (actually warrington). they just have 0161 as part of their dialling range

what i mean is people should not be contacting anyone in the hope it will improve a situation

  • @ChirpyChicken Ah! You are quite the investigator!! I am impressed. Thanks that's gave me some piece of mind.

I think the feeling of needing to contact comes from fear of doing something wrong when you aren't confident. My family think that I'm mad for not paying the fines but they give in to most of the scare tactics. Standing alone with these phone calls and letters can be daunting. Like I said, this forum has been the most helpful thing so far! So thanks!

But these aren't fines. Nothing will happen.

Does your family seriously not know that NOBODY in Scotland pays private parking charges?! Even CAB Scotland get it right and tell people to ignore them!

    IGNORE.

But be aware that you are getting keeper liability some time next year.

The Transport Act has a (so far dormant) clause copying POFA 2012 schedule 4, and it will kick in with 'keeper liability' in Scotland when the UK-wide statutory Code and proper appeals are in place.

New PCNs only of course and you STILL won't have to pay unfair PCNs, you just won't have the easy get out that you have now.

I'm amazed Scottish drivers don't know this.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry, but you really are over thinking this you have a speculative invoice from a private parking company in an unregulated industry, you will not see the word "fine" penalty or "bailiff" on any paperwork you have, and it's nothing to do with the council or any one in any authority.

A landowner sets aside a piece of waste land as a makeshift car park and takes money for parking, a private company that anyone can set up (even you could) offers a 'service' to manage said car park for free, but will take any monies they can from anyone they can that they say breaks their terms and conditions.

To add to the pressure they contract a so called debt company to collect any 'debts' they say are owed, again on a no win no fee basis, if the debt collector fails to frighten their target in to paying, the debt collector gets nothing, as there is no proven debt they are powerless.

Some parking companies try to frighten by taking the file back and using the small claim courts as a threat some even try a punt in court, but in Scotland you are at the moment luckily as already stated not in that position, and can ignore these greedy, conniving, chancers and block their number when they call. You have no need to talk to them, and a phone call isn't worth the paper it's written on!

Keep in touch on here and stop everyone fretting it's not worth losing sleep over.

  • @James_Poisson wowee! Thank you for this. Straight to the point & a bitta tough love - snapped me right out of the fear! I am very new to this so their scare tactics got under my skin a wee bit, however, this has made me feel much better. Thank you for taking the time to comment and keeping my worries at bay - I hope someone else sees this & it helps them too.

  • @Coupon-mad You'd be surprised how many people don't know! People look at me like I have 3 heads when I tell them I don't pay hahah!! When will the keeper liability kick in? Thanks for your help as well - I am so appreciative of everyone helping out!
