Adding an Improvement Indicator hardly makes the system "Not fit for purpose"!! It simply shows that the next sale MAY trigger a band increase

unfit for purpose was in response to the comment from bigphil, not reference to an improvement indicator, that was ta separate point in my comment

Coexistence of 4 bed band A new builds at time when even some 2 beds could be band D
Surveys based on drive bys leading to gross generalisations and inevitably ones that "escaped" as evidenced in this thread.

VOA had details of virtually all dwellings in England and Wales up to 1990 and this info was given to the subcontractors who were tasked with assigning CT bands in 1992. Most bands were correct but there were some obvious rather silly errors of which the majority had been sorted by 1995.

As a method of financing local government (which was its intention), although far from perfect CT actually works quite well. Otherwise local government would have been clamouring for central government to find an alternative. But it is well past its sell by date.
