NCP - Forgot to pay (Manchester, Piccadilly Plaza)
Good afternoon all,
Received a parking charge to keeper letter from NCP about a parking session that the driver genuinely forgot to pay for.
Date of incident: 1/7/26
Date of sending letter: 13/7/26
Based on the information and guidance within similar threads, does the template apply in this case?
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle.
I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
or should I use this one (from ChirpyChicken)?
This is an appeal by the registered keeper - No driver details will *ever* be given. Please do not bother with your known fishing expedition in an attempt to get driver details. It is known parking firms do this to try and get around the fact when there is no keeper liability in play. (and never can be under POFA)
As there is NO keeper liability then liability cannot flow from the driver to the keeper and thus is an auto win @POPLA . Please therefore cancel the notice or issue a POPLA code where you will auto withdraw
If you waste your time asking for driver details this will be ignored and you will still lose at POPLA if you don't cancel the PCN
So let's save my time and yours and cancel this PCN you simply cannot win this (and you know it)
I do like the second one, but should I also complain to DVLA? I don't know who owns the land, but it is an NCP car park…
Thanks all

Appeal as keeper using the ChirpyChicken version
No blabbing about who was driving or about what happened

Got an email this morning to say it's been reviewed and cancelled.
