Ryanair and Hertz Question..

Hi, not sure if anyone can help. Been looking at car hire for an upcoming trip to Malta. Hertz are very much on the expensive side compared to others...

However for some reason I was on the Ryanair website and tried their car rentals, which are through Hertz. The price is HALF what it is on the Hertz site, and brings them to the cheapest overall quote. However, we are not flying Ryanair. Do you have to have booked Ryanair to take advantage of these prices? I can't see anything on the site to suggest this but thought I'd ask, seeing as it is such a (almost suspiciously) good price. For example the bmibaby/Hertz site quotes the same price as Hertz...
