NCP/Moorside legal

Foolishly forgot this forum existed until an hour ago - I am looking for some advice on how to proceed with an ongoing PCN.
To bring up to speed quickly - entered an NCP car park in Cardiff city centre back in early Dec 2025. Use it often for work. On this occasion though it was packed, plenty of people driving around looking for a space. After 15/20mins I gave up & left. Didn’t park, didn’t leave the car, so didn’t pay.
Letters from NCP, trace debt recovery and Moorside followed. CCJ threat letter came through. I have submitted defence through MCOL, at this point I did ask for evidence of me parking my vehicle in their car park and explained that even by their own T&C wording I had left the car park as quickly as possible when I was unable to park.
Today I have received a ‘settlement letter’ for the value of £185 instead of the £257 they want. They have also sent an N180 with it.
I suppose my question is, what is my best course of action from here? Do I fill & return the questionnaire to them? Or do I ignore this & wait for the courts to send a letter?

Hey, thanks for the reply, submitted defence below. POC also attached;
On 6 December 2025 the Defendant entered Adam Street NCP Car Park,
Cardiff (CF24 2FH) intending to park for work purposes. The car
park was extremely busy due to peak the Christmas shopping period,
the date in question was a Saturday. The Defendant drove around
the large car park (approximately 428 spaces) for around 20
minutes (approximately) but was unable to find any available
parking space. The defendant did not park outside of a designated
parking bay so as not to breach the car parks terms and conditions surrounding this.In accordance with the Claimant's own Terms and Conditions (Clause
2.3), the Defendant left the car park as soon as it became clear
no space was available.
No parking took place and no payment was due.
The Defendant is a regular and frequent user of NCP car parks in
Cardiff city centre. Since starting work there in September 2024,
the Defendant has made 269 separate parking payments via the NCP
app, totalling approximately £1,700. This demonstrates a clear
history of paying for parking when spaces are available.The Claimant's Parking Charge Notice was issued in breach of the
British Parking Association (BPA) Single Code of Practice, which
requires operators to allow a reasonable consideration period upon
entry. This period expressly includes time for drivers to find an
available parking space before any contract to park is formed. The
Defendant left within a reasonable time given the size of the car
park and the exceptionally high demand on that date.
The Claimant's own published Terms and Conditions state that if a
driver is unable to find a space, they should leave the car park
as soon as possible to avoid incurring a charge.
Accordingly, no contract was formed, no parking charge is due, and
the claim should be dismissed.It is requested that the Claimant provides:
The ANPR entry and exit timestamps and images of the vehicle on 6
December 2025.
Confirmation of the site-specific consideration period registered
for Adam Street car park.
All signage in place at the car park on that date.Again, thanks for the help.

OK, Keep checking your MCOL claim history to see when they post your N180 DQ document to your address
Then download the N180 DQ pdf document from the government website and fill it in and email it, following the 8 steps, same as everyone else
Put all the postal paperwork in a file or drawer, because no paperwork is involved
Ideally, try to choose a court other than Cardiff etc, due to previous results in other cases over the years
All these cases are transferred to an actual court for the second half of the saga, so dont assume that the game is over at venue 1 in the 1st half ( like most people seem to assume. )
The real stuff is in the 2nd half at venue 2 ( be it Cardiff, Manchester, Newcastle, Portsmouth etc. )
Look up all the local civil courts for your location , or suitable alternatives
