Excel Parking PCN/NTK - keeper appeal ignored, demanding driver details - what next?

Hi all,
Looking for advice on how to proceed with this one.
Background:
- Received a PCN/NTK from Excel Parking as the registered keeper of the vehicle.
- My wife was the actual driver — she went to TKmaxx, entered the registration number at the shop's terminal to validate up to 3 hours of parking, and has a proof of purchase receipt.
- She was in the car park for 48 minutes, well within the validated time.
- I appealed as the keeper without naming the driver, and submitted the shopping receipt and a bank statement showing the purchase as evidence.
Their response:
- They've stated that responsibility for the charge lies with the driver, and since it "appears" from my appeal that I wasn't the driver
- They insist driver details must be submitted through their portal (myparkingcharge.co.uk), despite sending the letter itself by email (This is a NOReply email address).
- Notably, they haven't addressed or disputed the actual evidence (receipt + bank statement showing a valid, in-time purchase) at all — they've gone straight to demanding driver ID.
My questions:
- Since they haven't engaged with the purchase evidence at all, is it worth pushing back specifically on that point rather than getting drawn into the driver-ID issue?
- The portal only gives options to Pay Now, Appeal, or Enter Liable Party details — there's no way to just respond to their specific query. Should I use the "Appeal" option again to restate my position in writing, and also send something by letter to keep a paper trail?
- Is there a standard template or wording for responding to this kind of "reveal the driver" demand while maintaining my position as keeper?
Any advice on the right next step — and whether to hold firm on not naming the driver — would be much appreciated.
