Deduction in PAYE Tax Coding for HICBC (but I don't receive Child Benefit)

Hoping someone can suggest why a deduction would have been added to my PAYE tax code despite me not claiming/receiving CHB? I received a notice to complete self assessment for the last tax year with the reason being stated as above. I did previously receive this and did all the necessary self assessments until such time as payments ended and I had confirmation from HMRC that self assessment was no longer required. 2 years later I have received this letter and it specifically refers to 25-26. I am now in a back and forth with them but am puzzled as to why it would have been added anyway (what triggers it being added/who adds it?).
