Another DCBL fine.. 3 years later

Don't wanna annoy anyone posting whats probably been posted thousands before, ive read a few and read the faqs but im still completely lost.

In a nutshell, Letter today (10/07/26) but sent on the date 25/06/2026, which says to me thats done on purpose. No way they're sending it on that day.

Anyway here's the full letter what it says, Im obviously just in a little panic as Im not sure if its in what stage or do I need email a template or write a letter?

You have an unpaid parking charge and Direct Collection Bailiffs Ltd (DCBL) have been instructed to collect the outstanding balance on behalf of our client. Supreme Court Decision about Parking Charges

A Supreme Court ruling in November 2015 reinforced that it is lawful for a parking operator to pursue payment of a correctly issued unpaid parking charge through the County Court. The case was an important test case for companies like our client. You can find further information online at

At this point, you are no longer able to appeal the parking charge unless you have extenuating circumstances. Your next opportunity to dispute the charge would be if the matter was taken to Court.

Failing to make Payment

What is my route from here? Like whats stage am I at? Will I get taken to Court? I'd rather not go to court tbh. Apologies again and thank you all in advance!

Your route from here is: Wait for their Letter of Claim giving you 30 days to reply then reply (email) with the template in NEWBIES - POST 2 - Small Claim.

DCB Legal will file a court claim but they discontinue cases before the hearing fee is due to be paid. See Umkomaas discontinuations thread:

Sorry to keep posting but a few questions;

1. Does it matter that it was Tesco?
2. This was 3 years ago, Ive moved in the last 12 months, I cant find the email template to send to I think the post 4 said Tesco and DCBL data protection teams would need to be emailed with the "erase" section but cant find a template, dont trust myself to write out something legal.
3. If needing to email Tesco (aswell as the data protection emal) in regards to cancelling the PCN , what would the email entail? (Or is there a template?) In regards to PLAN A emailing local ceo?
4. "If you get a 'Letter of/before Claim" - I assume by the responses already Im not at this stage? What would this be?

So my route from here is

Two emails, one to Tesco and DCBL (the ones on the letter cause people keep mentioned two different dcbl one legal the other?) In regards to data protection deleting my OLD address?

And then a second email to tesco asking to cancel the PCN?

How on earth did they get my new address 3 years later? Would it possible someone inside the company could do this in petty revenge? Or is it just automated legal for tesco but malicious for dcb?

2 email the new address to the DPO at the parking company, a Data Rectification Notice

3 complain about it to Tesco head office in Dundee

4 , a Letter from a legal company giving you 30 days notice, possibly DCB LEGAL

Its extremely easy, and very cheap, to trace alleged debtors at their new address, nothing to see there, tesco aren't involved here, just the private parking company , so name the private parking company

If your address with the DVLA is incorrect, it needs amending now and if the PPC has your incorrect address, you should send a Data Rectification Notice to the DPO of the PPC advising them of your correct address for service and requiring them to ERASE your old data and inform any and all of their agents and subcontractors of your new address.

Send that to the DPO of the parking company - I don't believe you have told us which one - but generally you can use dpo@parking company. Some PPCs have strange names (just to confuse us) but if you tell us the PPC, we can advise
