As, you said, I do not have any contractual agreement with E company. The meter has always been prepaid and the tenant would set up an account with E company in their own name. The last tenant chose not to do it.

I have spoken to other energy companies, large and small, they said that because the house is de-energised they cannot do anything about it. They would not install the new meters.

The only thing I could do is to move my own energy supplier with whom I have and account to that address and tell them that where I am moving there are no energy meters.

It looks like you've got two options:

    • Continue the discussions with E, which could drag on for months by the time you exhaust their complaints process, refer to the Energy Ombudsman (if that's even an option) and include the possibility of Small Claims court action. All the while the property is empty.
    • Pay now under protest, have the supply reinstated, and you can re-let the property while continuing your complaint to E.

    Your choice.

  • The Energy Ombudsman has already made a decision. They upheld Energy company actions

Your next step, if you think you've got a case, is court.

Meanwhile your property is empty. How much rent have you missed out on - 5, 6 months or more? Is it worth sticking to your guns (noting it could be another year or more before you get a court date), or would you prefer to pay E under protest and hope to get it back in court?

Edit to add: also note this is a business-to-business contract (you're running a letting business) so not all of consumer law applies.
