When I called to upgrade my matured account (Simple Saver), I was told that I can also my other account (Sunny Saver) as banks have to let customers now about the rate decrease but they do not need to advertise the rate increase. Also, I can upgrade both of my account as many time as I would like at any time.

They may be able to do it over the phone. The online upgrade route seems to restrict some accounts being upgraded - it is not clear if the limit is based on account age or just that you have to pick something different than what you already have.
In other respects the online system is probably more permissive than they'd be over the phone…

All three were 16. I've never tried upgrading to the same issue, so don't know for sure, but I doubt this is doable.

Just to confirm the process which someone else outlined earlier in the thread, for anyone who may need to know.
I upgraded the account (mid-duration, not on maturity) on Sun 12/07; the interest rate change appeared instantly in the account.
On Mon 13/07 the letter confirming the upgrade was in the e-Documents section, including all the various T&Cs etc.
Today (Tues 14/07) the interest up to the upgrade was credited.
I got an email notification with each.
