ANPR Monitored Car Parks? – Additional requirement in CoP?

Unfortunately it's probably too late to get this added to the proposed CoP by now, but It should, in my opinion, be made mandatory for ALL parking Operator's who enforce ALL their car–park sites T & C's with ANPR to add a prominent GPS LED Time Display also showing the V.R.M. in question near the entrance and exit (e.g. a double sided one) that displays time of arrival and time of departure as recorded by their cameras to the driver – this would provide a cast–iron defence to "wrong vehicles", "registration mis–keys" and may help thwart P.P.C.'s "double–dip" scams as well as arguments about the actual time in and out (POPLA refused to allow the appeal I made on this last point) – considering the obscene profits these parking scammers make, and the fact that all their cameras need a mains or other source of power to operate then, what do Regular Members think?

    I got a TfL Congestion Charge Penalty Notice a couple of years ago due to a one–digit mis–read of the offending vehicle's V.R.M. by their A.N.P.R. office – when I phoned them up about it, they apologised immediately and cancelled the notice straight away, which I got confirmed by letter a few days later!

    It's a good idea but can't be added now, because anything that costs the industry money and wasn't consulted on, could be challenged under a Judicial Review.

    The MHCLG won't impose new things.

    A better idea would have been to ban ANPR in car parks all together like authority car parks!

    ANPR should be permitted, but not allowed for the automated issuing of parking charge notices.

    So the anpr flags a vehicle as overstaying, and then the car park staff are notified so they can locate the vehicle.

    One thing that should be outright banned are pay car parks where the sole option to pay is via an app.

    Cashless payment should mean contactless/card, apps should only be there as a secondary option

    The ONLY thing an app should be allowed for, i.m.h.o., is to enter, without risk of a Penalty, your VRM where compliance gives you free parking – me and my friend used a tablet for this purpose provided at a local Toby Carvery, which said afterwards "THANK YOU – you may now park free until 13.15 – after this time please request more time from Staff" – an app IN ADDITION to a tablet would give an additional safeguard for the customer!

    the problems with apps ate

    They require a smartphone, and dont work with Doro phones

    they need someone who is competent at using a smartphone (if they have one) who can download and install apps , i know people almost all of an older generation who would struggle here (i install and set up apps for some of them)

    apps harvest data, and people are becoming more data aware

    apps can take a while to register/sign up to and authorise a payment method

    apps require a good data connection/signal, not much good in a rural location with zero to no signal, or a congested city area with snails pace data

    Apps are quite acceptable in my opinion but should never be as a substitute for other payment methods.

    That's a really good idea Chris56000, wonder why the private parking industry didn't think off it !!! Maybe they don't want to find a solution to the problems.
