Gladstones/Empira/DRPL chasing UKCPM parking charge - never received any correspondence - possible
I HAVE READ THE NEWBIES THREAD BEFORE YOU ALL ASK - very hard to navigate…
BACKGROUND
I received unsolicited texts from Gladstones Solicitors, Empira, and DRPL about an alleged parking charge I knew nothing about. Through submitting SAR requests I’ve pieced together the following:
• Original charge: UK Car Park Management Ltd (UKCPM)
• Date of alleged contravention: 26/02/2025
• Amount originally claimed: £170 (including £70 recovery costs)
• Amount now being pursued: £291.92
ADDRESS HISTORY
Imoved FROM my Shropshire address in January 2024. I lived in Maidenhead from Jan 2024 to Dec 2025 (VC5 changed but late), then moved to my current address in December 2025 and updated my V5C again at that point. All correspondence from UKCPM, Gladstones, and Empira was sent to the Shropshire address throughout - I never received a single letter, other than through email on SARS request.
WHAT I’VE DONE SO FAR
• Submitted SARs to all parties - confirmed all letters went to old Shropshire address
• Disputed in writing to Gladstones, Empira, and DRPL
• Checked TrustOnline today - NO CCJ registered against me at Shropshire address
THE BIG ISSUE
Empira apparently sent me (to old Shropshire address) a “Notice of Enforcement” dated 9 June 2026 stating I have “an unpaid County Court Judgment of £291.92.” However TrustOnline shows NO CCJ exists. I have sent Empira and Gladstones a formal request that they confirm the CCJ claim number etc.
MY QUESTIONS
1. Given that apprently no CCJ exists, can Empira legally issue a Notice of Enforcement?
2. Is the original charge even enforceable given all correspondence went to a wrong address and I had no opportunity to appeal?
3. The original charge was £100 - are the added costs (£70 recovery + court fees) challengeable?
4. What should my next steps be?
I’m happy to pay the original charge if I’m genuinely liable but I refuse to pay inflated costs that accumulated through no fault of my own. Any help greatly appreciated!

1 possibly, if they do have a default Judgment, but usually it would be from Gladstones Solicitors
2 the paperwork goes to the dvla database listed address at the time that the pcn was issued, they are only allowed to access the dvla once per incident, not multiple times, so no traction there
3 always, they are challenged in the defence template thread in announcements, in the 2nd post
4 wait for the replies, especially from Gladstones
They Won't accept payment of the original charge

Do NOT pay it because that won't wipe it if you have a CCJ.
Post 2 of the NEWBIES thread covers CCJ set aside and isn't hard to 'navigate' (i.e. read)!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
