Is it legal to serve PCN on clamped car?

My car was clamped by Marston for a Lewisham parking ticket and I have filed a PE2/PE3 with TEC justice as Marston served a notice to my previous address and when they traced me, they did not serve the 7 day required notice and proceeded to clamp the car on the same day they found it without any prior notification .

This was done 19.06.2026 and the car remains clamped with nọ further contact from

Lewisham or Marston and I have called and sent a lot of emails. Marston clamped the car on double yellow lines in Southwark (my mother uses the car and had just returned from shopping and parked in front of her flat before she would have parked the car).

However, since 30.06.2026 so far on Tuesdays and Fridays, I have been receiving PCN in Southwark for parking code violation 81 - '"Parked in a restricted area in an off street car park or housing estate" . These tickets are given by the same parking officer based on the ID and the pictures do not show anything related to the clamp. In fact I have enclosed a picture of the driver's side taken by the ticket warden cropping out the clamping notice:

I spoke to other Southwark warden who said the PCN should not have been issued and AI says it is not legal but I cannot see the law against this. I am challenging the PCN but I called Southwark today and the person who picked up could not give me the law which says it is legal but said that a PCN can be issued if a car is clamped on double yellow lines.

Can someone please advise me on the law and where I stand? Thanks
