What to do next..
Hi,
Posting on behalf of my sister, she is not sure what to do next as neither of us have received a ticket like this before. This forum was very helpful to me last time so told her I will give it a try.
Thanks in advance,

As this is a Council Penalty Notice issued with the potential for prosecution through the Magistrates Court, please post on the following thread, after reading their posting requirements. They’re the experts on this subject. We deal with private parking tickets on this forum.

Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Not a lot you can do except see if they request the driver ID, or just send it to magistrates court.
Unless you are innocent and want to appeal. But then you'd be outing the driver, so I wouldn't unless you can argue against a photo of the car.
Or you could appeal but actually spill the beans and apologise profusely, hoping they won't send it to court.
Unless you want to lawyer-up and challenge whether they have the authority

because it’s a council ticket, you need to head over to here -FTLA forum.
More their area of speciality. Is she disputing that she parked in a park or recreation ground (possibly on the grass), as suggested?

Thanks for pointing in the direction of that other forum, they have a thread on the exact same situation and suggest to not communicate with the council so will follow their advice - thank you again!
