PCN - UK Parking Patrol Office - Wembley. Minor keying error

Hi everyone.

I've received a PCN from UK Parking Patrol Office for the Wembley Pink Car Park. This has been issued due to a minor keying error during online pre-booking (N instead of a J).

Probably not relevant, but this was spotted on arrival by the attendant scanning cars in, who reviewed my receipt and said it was fine. I do not have this interaction recorded in any way.

I am going to appeal, but I wanted to ensure I use the correct route and do not fall into any traps with naming the driver or as the PCN states "it was parked on private land".

Is a straight up 'minor keying error' appeal the correct route for this one?

Many thanks for any help.

Study the IPC Code of Practice first, especially the section on keying errors, so you can quote it if you appeal

"Is a straight up 'minor keying error' appeal the correct route for this one?"

Yes - and they'll have to cancel.

But that's not a good thing in the wider view.

The problem is, people should not have to have their data harvested in these cases, which onerously use (known unreliable) DVLA addresses and give the data subject '28 days to appeal or it's too late and we'll sue you'!

PCNs are issued without any human checks these days because the naive decision-makers behind the DUA Act decided to go against the EU's more robust 'data use' safeguards and now the UK lets firms do whatever they want, as long as there's a way for data subjects to object after the fact!

Ludicrous for this sector. Plain stupid.

The ICO impact assessment on the DUA Act 2026 pretty much assumes all such processing is justified & for 'the greater good & lean business models'.

Nobody thought about excluding private parking firms who do all this for profit and no longer have to check anything before PCN issuance. Apparently, this Government thinks that the right to 'appeal' is enough of a safeguard…

PPCs can now auto-process your data even for unfair (even false) reasons and using completely unchecked systems & covert photos - ALL FOR PROFIT AND WITH NO BASIS - as long as they 'offer an appeal…'!

Some PPCs are no longer checking for near miss VRMs despite the main software firm for PCN issuance - Unity5 - providing easy bolt-on tech (a 'fuzzy' whitelist check) for PPCs.

In other words - thanks to very naive newly weakened 'data use' legislation - they no longer have to do any human checks at all, prior to their automated system harvesting keeper data from the DVLA…so (as this case shows) they now won't…

…unless the MHCLG's Code of Practice requires it.

Depends if you want to pay £20. Where is the contract you agreed to that you would pay £20/£60/£100/£170 when you formed a contract with the company at the time of pre-booking?

  • Hi all. Thanks for the help.

I filed the appeal via the website at 14:00, using the IPC code as grounds, and had an e-mail back at 16:30 confirming it had been cancelled.

Great news in your case! Scam over.

But it just proves they aren't doing any human checks any more because the naive DUAA lets them off completely,

£20 is for a major keying error (eg putting in the wrong car). The required response in a minor keying error case is cancellation of the charge.
