Student loan repayment request query

our daughter has just finished her last year of uni. At the beginning of the last financial year my husband was made redundant. He estimated that his income would be £1000 less than he received and I estimated that mine would be about £1000 less too.
the total that we did receive as a household was £25,003. The finance company has now been in touch and said that our daughter has to repay back around £800 as our estimate was inaccurate. My question is that even though we underestimated our income, we were literally £3 over the £25000 income limit. Surely our daughter doesn’t have to pay back the £800 based on a £3 excess of the lower income bracket.
