Except that passports don't have your address on, so can only be used as a partial ID check.

The hoops are getting smaller to pass through and are increasing in number. There have been a lot of discussions on various websites about the ID cards. Quite a lot of people have pointed out that if you have no passport or driving licence then how are you going to prove your identity to get an ID card. I wonder if the Government have thought about this.
Given how many hoops I had to go through to get a photo driving licence I don’t why that wouldn’t be suitable ID
I’ve had many problems with identity when changing my name to my partners by statutory declaration rather than getting married.1 -
The same way you get your first passport now

I can remember visiting my cousin in the USA. After deplaning (what a lovely word) we went through passport control where I ran into a bit of trouble. My passport was 9 years old and had been taken out when I was 16. The border chap kept looking at the photo then me. It took quite a long time before he let me through 😿I think he genuinely didn’t believe it was me. I’m glad he didn’t open my suitcase, he might have accused me smuggling. There was a large box of “real English teabags” for my cousin.
It was a lovely visit and we had a good laugh about my experience
