The blame for the crime, yes, but doesn't personal responsibility come into it?
Giving money to someone you don't know by a method that isn't reversible seems somewhat shortsighted, to put it mildly.
Yes, the crime is wrong, obviously, but so easily prevented in a case like this. It's akin to handing money to a bloke in the pub who you don't know and have never met in the hope of him giving you a phone in a few days time. Why would you do it?

Not now, no, but why accept it as inevitable? This was the default not so many decades since. Someone would advertise something, you'd send the money and they'd send the item. They'd even include their address openly in the advert. There was no fraud back then, by any reasonable measurement, and indeed no category for fraud within the law until recently. Now it's the single biggest crime type in the UK.
