Enfield council appeal - help!

Hi everyone,

I’d really appreciate some advice before I decide whether to risk the discounted penalty.

I received an Enfield Council PCN (Code 16) for parking in Tanners End Lane (SEED CPZ) on 17 June 2026.

I’m not disputing that there was an event on that day.

My argument is that I genuinely tried to comply with the restrictions.

The sign at the bay simply says:

“Permit holders only (SE)
On event days
Noon – 9 pm”

It doesn’t state where motorists should check whether an event day is in force. There is no QR code, website address or instruction to check Enfield Council’s website.

Immediately before parking, I checked the official Tottenham Hotspur Stadium website. It showed the next event as Gorillaz on 20 June 2026, so I reasonably believed there was no event on 17 June and parked. I’ve attached the screenshot I took on the day.

Since receiving the PCN, I’ve revisited the area. I noticed that some roads further away from North Middlesex Hospital have additional signs displaying the date of the next event. However, I didn’t drive past any of those signs.

I entered Tanners End Lane, which is a dead-end road, and I have not been able to identify any similar signs at the entrance or within the road directing motorists how to determine whether an event day is in force.

Enfield rejected my informal challenge. The relevant part of their letter says:

“There are 15 ways you can find out when the next event is on at Tottenham Hotspur Stadium. See the following link for more details.”

My question is: how would a motorist know that? The bay sign doesn’t direct drivers to the Council’s website or mention these “15 ways”. I used what I believed to be the most authoritative source available: the official Tottenham Hotspur Stadium website.

Has anyone successfully appealed a similar event-day CPZ case, particularly where the issue was that the signage did not explain how motorists were expected to determine whether an event day was in force?

I’d also be interested to know whether anyone has appealed on the basis that the official stadium website displayed different information from the council’s event list, and whether any London Tribunals decisions cover this type of situation.

There was an event, but Tottenham hotspur event website page said nothing until then 20th.

Enfield council offers rare signage, no QR codes for the “15 different ways” to check if there is an event on or anything. Seems odd.
