Smart Parking ANPR PCN (IPC) at retail park - POFA compliance / next steps?
Hi all,
Posting on behalf of my father (the registered keeper), with his written authority. I've read the NEWBIES thread, including the note that Smart Parking often don't use proper POFA wording. Redacted NtK images attached.
Facts:
- Operator: Smart Parking (IPC), ANPR, retail park (Ystwyth Retail Park, Aberystwyth)
- Reason: 14A, exceeding permitted free time
- Contravention 04/03/2026 (in 11:14, out 14:59 - approx 3h45m)
- NtK Date Issued: 19/03/2026 (looks like day 15 to me, possibly outside the 14-day window too?)
- Now escalated to DRP (demanding £170)
Complication: my father moved house before this, updated DVLA but not the V5C, so the NtK went to his old address and was never received. First he knew was the DRP (Debt Recovery Plus) demand. He updated the V5C as soon as he realised.
My questions:
- Does the NtK look POFA-compliant to you, or is this another non-compliant Smart Parking notice (no keeper liability)? And does the 19/03 issue date for a 04/03 contravention put it outside the 14-day window as well?
- Given it's a retail park, I plan to do Plan A and complain to Lidl (the store used) first - any tips given there's no receipt because he paid cash?
- After that, post the keeper template appeal — anything to adjust given the moved-address/V5C situation?
Have not appealed or named any driver. Following the thread's advice.

1 It was definitely posted out too late for Pofa2012 compliance, has to arrive within 14 days ! Not surprising
It was posted on a Thursday so presume delivered on Monday 22nd March, 18 days
2 correct, although Lidl may not be the landowner, no harm in trying, better late than never
3 generally speaking, we would suggest that you ignore the powerless debt collectors letters
But
Never ignore a LBC or a Money Claim
Make sure that the V5c is up to date, its the keepers responsibility to do so ASAP, promptly, as well as the driving licence
But don't panic, Smart Parking are easily seen off in any future court claim

Does the NtK look POFA-compliant?"I haven't even looked because there's no question about it. Clearly it's not, with the dates you stated in your OP!
But nithing matters because he just awaits the Claim Form. Make sure he doesn't overlook that too. People who move and fail to update their car logbook are (sadly) asking for trouble and i don't understand how it gets overlooked. That is how to get a CCJ. He's lucky he discovered it early on and that they traced him.
Get the retail park site agents to cancel it.
