Parkingeye failed to issue Notice to Hirer and other docs

Have been issued with a PCN from Parkingeye for a car that I lease. Lease company originally received the PCN as registered keeper and sent me a copy of the PCN and their letter to Parkingeye informing them of my details as hirer. Received almost identical PCN to my address about 2 weeks later which was just a double sided letter, only difference was my name and address instead of Lease company's.

I'm going to to appeal this anyway using Edna's template (https://forums.moneysavingexpert.com/discussion/comment/69859059#Comment_69859059) as the POFA Schedule 4 statutory documents were not provided by Parkingeye. However am I correct in assuming that the PCN wasn't officially a "Notice to Hirer"? There's no refernce at all of it being a hire/lease vehicle and just seems like a bog standard PCN. Have seen examples of other company's PCNs stating "Notice to Keeper" or "Notice to Hirer" clearly stated, but niether wording was on either the PCN issued to the lease company or myself.

Maybe I am overthinking it, but Edna's template refers to a "Notice to Hirer" which I don't think I have officially received either. Shall I just send this as is regardless as they have breached POFA anyway by not enclosing the other documents?

It was a NTH. Doesn't matter what they call it. This was a notice sent to the hirer.

    Send the appeal as is.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just curious - can you post the parking event date and date of sending/issue stated on the above doc. please.
