25/2/2026 - PCN received (7 days, post serving deadline)

So I received a PCN in the post stating that my car had been parked on private land & the a fee of £100 was due. I appealed, stating that they had failed to meet the to the requirements of Schedule 4 of the Protection of Freedoms Act 2012. The Notice to Keeper was not delivered within the required 14-day period.

they rejected the appeal, citing 'Annex F of the Single Code of Practice' which is an internal procedure at CPM. They also added that they are no longer dealing with matters & refereed me to their appeals body; AIS. I wrote AIS appealing the case & followed up as I had not heard back, AIS said my appeal with them was rejected for being out of time, but the first communication, was well within time & I was expecting a response.

During the stage where I was appealing & following up; CPM had passed matters to Debt Recovery Plus, who have written to me twice now, with an increased cost to £170. I wrote to them & explained that I was in the 'appeals' stage & that costs should in any event, be frozen, further I pointed out that there had not been a Court hearing, nor an award in CPMs' favour, so they had no jurisdiction & must respect the process. I haven't heard from them since, but won't hold my breath.

So, despite best efforts here, have I missed anything, pointers will be great?

    Thanks

Why did you engage? Why do people take DR Plus seriously?! Here's some blurb. Stop!

You'll never have to pay a penny.

Stop taking the bait and instead, ignore the £170 threatograms until you get a LBC. There are no deadlines or 'lower scam discounts' that you need to consider

There was also no real appeal.

Nobody uses the IAS. It is a farce.

Nobody cares about it 'going up' to £170 either! Sounds like you haven't yet read the NEWBIES PLEASE READ THESE FAQS FIRST thread.
