NPC Fine with blue badge
I just received the PCN attached from National Parking Control 10 days after posting. I've also attached a copy of their signage in the car park. Upon further digging apparently it is only the first hour that is free for blue badge holders, but that was not clear to me upon parking and seeing the sign. The valid blue badge was displayed with the clock reading 17:00.
Should I pay this to receive the discount? What's the likelihood of this being dismissed?

Its not clear to me how a blue badge holder obtains a free to park for 1 hour ticket, or a free 1 hour permit for a blue badge holder
The top section states that ALL vehicles must display a valid permit or permit, note the word ALL
A typical system would be one that gives a 1 hour free display ticket
Whoever took the MNPR photos with an observed time decided that the vehicle warranted a pcn, for some reason. If the vehicle was in a blue badge bay and displaying a valid blue badge, then perhaps the subsequent pcn should not be issued ?
As A blue badge holder myself, I am totally confused about it , because I could encounter a similar sign
How long was the vehicle on that private property. ?

The clock on the blue badge was displayed as 17:00. The letter states the van was observed from 17:58:15 - 18:08:50 which is when the PCN was issued. I must also note that no ticket was left on the vehicle. I only became aware of the PCN when I received the letter.
I have gone on Ringo today to try to figure it out, and you are able to 'purchase' the 1 hour free parking via the app. However, I agree that it is not clear in the slightest.

Just ignore them. Nothing to worry about and unless a judge says so, nobody pays a private parking charge.
or
Send an appeal stating that the car parked just after 5pm (around 5 past 5) so had not in fact been parked beyond the free hour by the time it was observed. The driver was at all times entitled to a consideration period to pay for the next hour (starting after expiry of the first hour and adding at least 5 minutes), so where is their evidence of the actual parking minute?
They can't just go with the blue badge clock which is only ever approximate. And display of the clock isn't actually required (at all) on the terms on the sign, only display of the Badge. Thus, the additional document of the clock isn't relevant. To calculate the expiry of the offered 'free first hour', NPC would have to have evidence of when the car parked.
Ask for that. There is no evidence of observation on arrival.
Further, the CoP allows a minimum of ten minutes grace AFTER allowed parking. The PCN was issued after just 8 minutes grace (if they were assuming the free hour ran from 5pm) and therefore, the PCN was issued prematurely, still well within the mandatory 'grace period' which allowed even an able-bodied person a grace period until 5.10pm. The PCN's issuance was too early and breaches the Code.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
