will Direct Recovery Plus have any recourse to county court?Obviously not. They aren't solicitors and they aren't the creditor. They are a pointless third party & haven't bought the alleged debt. Nothing happens.
As the criminal liability dies after 6 months, is it still pursuable in civil court?'Criminal'? Dies after 6 months? It's only dead if it was a PN. Ideally it was a PCN which are the cinchiest cinch in cinchland to see off if it ever went to court!
But did you not know yet, that APCOA never sue anyone? We told someone else this yesterday, it's not exactly new: I've been doing this/posting here for 20 years and NOBODY HAS EVER BEEN SUED BY APCOA.
Nothing happens. Why aren't you just laughing at the threatograms?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the help guys, much appreciated.
Wife is still understandably quiet worried about this. The looming ‘what if’ fear of things progressing and getting worse for her hitting hard - But I suppose thats what the parking industry relies on to make their profit!
I did post this same question to reddit (Replies weren’t nearly as helpful) however someone mentioned the loophole of running down a Railway Byelaw ticket for 6 months was recently closed. Anyone known if this is true?

Whatever happens Debt Recovery Plus just send silly letters they can't take anyone to court their is no debt for them to own, your wife has been conned.
On one hand you are saying this was issued under Bye-Laws on the other hand you are saying you don't have any paperwork, so how do you know?
We still don't see how the demand has been bumped up by these scammers at £500 either, if I had entered into a payment plan for that amount I would have all the documents to justify it!

The law around railway bye-laws changed on December 26 2025

But obviously not retrospective and the OP still hasn't clarified if theirs was a Penalty Notice anyway, which I covered in my reply above; I said "It's only dead if it was a PN."
