Handover Meter Reading When On Half Hourly Data Billing

Not a current problem for me, but just a thought.

If you are billed, by your current supplier, using half hourly data, isn't there a risk of being under/over charged if, when moving to a new supplier, the meter reading used by the Independent Data Collector is at variance with the actual reading on the date of the changeover?

How much will the variance be, a couple of KWh at most?

Unless you are smelting aluminium the difference is only going to be pennies.

I think what should happen is day/date before switchout gets charged at SVR rate with closing meter reading the same as new supplier uses.

Suppose the difference is 10 kWh and you are moving from a tariff charging 25p per kWh to one charging 20p per kWh. Then you will either be 50p better off or 50p worse off, depending on the direction of the variance. I guess 50p is significant but I imagine I have chosen an extreme example.

Anyway, I think that when your supplier downloads the half-hourly data from your meter they also download your midnight meter reading, even though they don't tell you what that was. If this is correct then there shouldn't be any excuse for the "Independent Data Collector" to use/invent any other meter reading.

When you join Agile they backdate to 00:00 that day. I assume when you finish they do the opposite and go to the end of that day.

Allowing that Octopus already take over a supply at at the beginning of the day of takeover, I suspect they would do exactly the same with termination of one tariff and the move to another, or if handing the supply on to a new supplier/customer.

Suppliers, or at least Octopus, don't get the H/H data until into the next day. If it's a change of supplier, at what point does the ceding supplier lose the right to retrieve data?

In another thread recently, someone (I don't recall who but they were credible) said that on changeover day both suppliers have access to the smart meter data.

My understanding is that they both have access to the readings on the changeover-day, but that can still leave a gap in the HH data for the day preceding the switch, so you may end up with the last day being billed on SVT, especially if the switch takes place in winter while we are on GMT.

That might have been me, quoting from the DCC User Interface Schedule. This is Service Request 6.1.1:

Where a change of supplier occurs on any day, both the new supplier and the old supplier will be eligible to retrieve the daily read log for that day.

The Daily Read Log is the database of 31 midnight snapshots of register readings - nothing to do with Hh usage data. A SMETS2 meter will maintain this log, regardless of whether anyone reads it. Only suppliers (and, more recently, Meter Data Retrievers) have access to the daily readings.

I'm not being lazy ... I'm just in energy-saving mode.
