    Dr. David Babbs, a former partner at St Mary’s Medical Centre in Stamford, successfully contested a parking charge issued by Total Parking Solutions Ltd, with District Judge Falvey overturning the penalty at Peterborough County Court on May 29, 2026

    The judge ruled that Total Parking Solutions lacked the legal authority to issue fines because the operator’s contract with Lakeside Healthcare did not grant them rights to the car park until a lease was signed with the site owners in February 2026

    • Context: The penalty was issued after Dr. Babbs parked at the surgery on a Sunday, two months after ANPR cameras were installed in March 2024
    • Financials: The charge increased from an initial £60 to £170 before the court hearing. 
    • Implications: The ruling paves the way for reimbursement for others who received similar fines during the period before the lease agreement was finalized. 
    • Operator Response: Total Parking Solutions has not yet confirmed if it will refund all fines issued between March 2024 and February 2026.
