Why no Car Insurance companies on Quidco or Topcashback?
Why dont Quidco or TCB allow Car Insurance companies on their platform?
They only have a few comparison websites and their Quidco/TCB quotes.
Why are none of the Car insurers individually allowed on there?

Just looked on Quidco, they have loads of car insurance ads.

Ads? They don't have car insurers directly listed for cashback, only comparison sites

When the regulations changed so that existing customers could not be offered worse premiums than new customers, there was no point in the insurance companies trying to attract new customers with incentives.
Since then, I usually buy my insurance using TCB Compare. That at least that gets you some cashback, usually £45.

The rules for Home and Motor insurance are that you cannot offer your existing customers a worse price than you offer a new customer and the guides explicitly state that includes cash and cash like incentives funded by the business directly or indirectly. So they could offer £50 via Quidco but then would have to ensure they reduce the price of all renewing customers by £50 too.
I suspect the MoneySupermarket group (which includes this website and Quidco) and TCB will argue that cash back via comparison is slightly different because they receive a fee for making the sale but if you buy via one of MS's sub brands they pass on some of that fee whereas with Quidco's traditional operations the vendor was explicitly giving it to be paid over and only some would do so. Personally not convinced its a vast differentiation but I dont work in compliance and clearly those participating in the comparison believe its enough to stay inside the rules.
