I wonder if this will come down to, with power off of course, twisting the whole fitting back and forth until the screws give way in the ceiling and the fitting comes loose.
Then you could clean the rear, put some rubber gloves on and try holding the rear projection while twisting the larger rim.
You might then replace the bulb and refit to the ceiling or you might choose a new fitting that can be dismantled easier.
Another idea, I've suggested before, is to apply heat. Get a hair drier to blow hot air all around the outer rim of the fitting to heat it all up, then twist anticlockwise (looking from below).

Indeed - the p'board fixings certainly look as tho' they are ready to fully come out, and should do so without any major damage - just two or three holes. These can be filled to prevent draughts, and new fixings used in fresh positions. Very possibly the simplest option.

We are not sure if it's a bulb that is under the plastic or a fixed non repairable led housing as I don't think the OP has said.

If I were the OP, I would get a replacement fitting, because most of them don't have replaceable bulbs these days. It's usually an easy DIY job to fit a replacement.
I say usually easy because most of these have just two wires to connect, plus earth usually, but there are a lot more wires to connect in the ceiling. So, it depends how that's been done.
Bear in mind that the light must have been wired up and screwed to the ceiling with the cover off, so the cover must be easily attachable (which often means it's easily detachable again without ruining the fitting).
No reliance should be placed on the above! Absolutely none, do you hear?0
