    Thanks for this advice. I am trying to see if they'll reduce it online but if not I will be sending them the cheque. Can you advise who I can escalate this to? Is there anyone who can take action against this firm?

    Nobody I can think of.

    Private firms can't issue penalties and they can't be enforced in any court; there is also case law against it: A Retailer v Ms B and Ms K refused a retailer's added 'fine' against reported shoplifters.

    You owe the petrol money only. But I'd round it up by a few quid to cover minor expenses.

    Thanks that's really helpful. I would like to take some action against them as it seems completely unreasonable and a complete scam. There's others more vulnerable than me who'd feel threatened by this firm.
