Total Parking Solutions (TPS) Swansea Uni - Outside Relevant Period.
This one could be an easy win.
I've just had a PCN from Total Parking Solutions (TPS) relating to Swansea Uni. No ticket was issued, so this is in the form of a Notice to Keeper, although those words are not actually used.
The contravention was 'Parked with No Valid Permit', and occurred on 7th May 2026.
However, the Date of Notice is 11/06/2026 (11th June), 35 days later.
On that fact alone, am I correct in understanding that they cannot transfer liability to the Keeper under POFA, as the relevant period between the specified period of parking, and the notice being sent is 14 days?
I assume that anything beyond 14 days means that POFA does not apply, and I am not obliged to provide the name of the driver, who was not me.

Thats correct, no keeper liability if the private parking company failed to comply with Pofa2012

Since TPS are litigation happy you need to quash it through Popla.

If there was no windscreen PCN first.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yep - no windscreen ticket, it's entirely based on exit and entry ANPR shots.
Since the camera is literally at the entrance of a fairly large University site, rather than a single car park, one could possibly make the argument that they haven't proved the car was parked at all, and wasn't just being driven around the site for an hour or two. Might be a stretch that, but there's no actual picture of the car being parked…
Anyhow, I'll wait out most of the notice period and then appeal on the basis that they haven't met the requirements of POFA 2012 and therefore as the keeper I am not liable for the charge, and I am not obliged to reveal the driver. I'll update this later with the result.

Forget about arguing that the actual parking period wasn't monitored, they use time on site and consideration and grace periods to determine that aspect, regardless of if the vehicle parked up or did circuits of the grounds and never stopped
Certainly try that type of KEEPER appeal, especially if you are 100% certain that no actual windscreen pcn was issued ( which you seemed certain of in your opening post. )

You don't need to wait. Just appeal now as keeper on the basis it's non-POFA.

You should continue on your own thread, it get confusing trying to answer the same OP on two separate threads.
