What did the seller say about the drains if anything i.e was there a question that the seller answered regarding the drains?

If its on the owners property it is almost certain it will be the owners responsibility. Utilities usually take responsibility up to the property boundary.

Yeah. The deeds all describe the drains as owner's responsibility. Oh well...best start saving money…

Unless they are shared in which case they are the responsibility of all who are using them

Not with sewers.
Electric, gas, and phone/broadband responsibility is the provider's much further than the served property's boundary.

Shared drainage is now generally the responsibility of the water company, unless it discharges into a watercourse/pond/soakaway or a private treatment plant.

That isn't true with drainage, electricity, gas, and water, and probably broadband/telecoms. Electrics, gas and water are usually the providers responsibility up to the meter, and most private sewer drains were adopted by water boards before 2011.

Depends on the context in which they are saying that. If they are talking about private drainage which doesn't connect ("communicate") to the public sewer system then they aren't entirely wrong.
