To play devils advocate, given you are in the very hard to place category, their relationship with them may mean they know you are likely to be given a quote whereas Howdens may simply say they can't get any quotes (which was their response to me last year).
Passing you onto an entity with a commercial connection is not automatically a problem as long as it was them looking after your best interests; if there is no financial benefit from them doing it then its much easier for them to defend.
