Just use the usual Template Defence and say in para 3 that the Defendant cannot admit or deny the allegation because the Claimant has failed to furnish any evidence of the driver allegedly 'leaving the site' much less what the signs said and where the site boundary even was) and the Claimant is put to strict proof.
