A section 59 warning for
the use of the vehicle is causing/likely to cause alarm, distress or annoyance to members of the public
(Police Reform Act 2002 https://www.legislation.gov.uk/ukpga/2002/30/section/59) is placed on both the driver and the vehicle and lasts 12 months. Repeat performance within that time makes the car liable to seizure.
You'd think that it would be trivial to automatically transfer over to a substitute VRN, but I doubt if that sort of joined up thinking applies…
I want to go back to The Olden Days, when every single thing that I can think of was better.....

I was caught by village old fogeys with a speed camera which isn't prosecutable, but Police write and call it a warning valid for 12 months with harsher penalties if caught again in that time.
Harsher penalties, I assume, to be no £100 + 3 penalty points FPN offered or speed awareness course but straight off to court in front of the beak (where fine is much higher + court costs + victim surcharge).

Villagers with a speed camera CAN'T S.59 a car, it is only the police who can do this.
We can only assume from the inexplicable leap of driving through a village with busybodies pointing their home made speed gun at you, to earning a section 59, that "something else" also happened, for which you seem to have omitted to mention.
I think we can fill in the blanks here!

Community Speedwatch schemes are fufilled by Volunteers. They man a speeding hot spot, with the correct equipment and log vehicles exceeding the speed limit. This information is passed onto the Police to issue warnings.
The ‘Busybodies’ aren’t using home made equipment, and they’re not issuing any warnings. So the experience, whilst a little clumsily described, could have happened.

"Harsher" than what? There has been no penalty, harsh or otherwise, so "harsher" is meaningless.

Harsher if you then get caught by a real speed trap within the next 12 months (see my previous post by harsher).
