cpm final chance before action
Hello,
My mum parked in the NHS car park, bought a ticket and apparently did not display it which is why she now has a parking charge notice. She bought a ticket on 14 May 11:42. She received a notice on the 19th of may and apparently has 28 days to appeal. She now has a "final chance before action" letter she received 5th of June. She has mentioned attempting to call and speak to someone, when she got through she got no help. Can she still appeal? I am guessing this is a "threatening" letter to get someone who does not know, to pay up? Any advice would be great thanks.

Firstly stop phoning a scam parking company it will do no good they only want money.
Appealing to them is pointless, read the newbies thread for more information, but your first port of call is PALS take the ticket and the NTK and ask them to get it cancelled.
There was no loss, the parking fee was paid, it wasn't your mums fault that the ticket fell off and the operative couldn't be bothered to look for it!

If your mother is stressed out or intimidated you can always nominate yourself as driver.
There will be instructions on the letter. You just need to let them know your name and address, nothing else.
If you do that, come back for advice on next steps.
But the bottom line is that neither of you need to or should pay.2 -
Stop phoning a scam industry! If this was a hospital, she phones PALS and insists they step in.

Hello,
I got a response from the ticket people and they said there is not enough evidence and that my mum stayed for 23 minutes, which is 23 minutes too long?
What do I say to PALs when I go? Usually the hospital say they want nothing to do with things like this. Mum talked to the hospital and they refused to help.

They wont talk to you about someone elses information or data, if the letter is in mums name ( but you can help her to complain about the pcn to the trust. )

What do you mean, "when you go"?
This isn't done in person, and it isn't your case. It needs a complaint by your mum by email to PALS, insisting it is cancelled.

Most people are stressed when they visit hospitals - I know I am and I worked for the NHS for 30+ years. Email PALS with a copy of the ticket and remind them that they are equally repsonsible for the actions of their agents, the parking company. They also need to comply with the NHS Car parking Guidance 2022. State that if they are unable to assist a genuine patient/visitor who paid for their parking then the matter should be referred to the CEO as a formal complaint.

I got in touch with the PALs for the hospital that my mum had parked in and spoke to a woman that took information about the car and told me she would attempt to contact the complaints department. I have not heard anything back and concerned that the car park people will attempt to take my mum to court. Should I now start a separate appeal?

You can do, but it must come from the person who received the pcn letter ( even if you write it. )
