Thank you. Do you think I should bother with a popla appeal or would it be wasting my time?

The only thing I can argue is that don’t feel the terms and conditions they are telling me I have breached were not very clear on the signs.

If the date of issue was 26th March, its too late to take it any further

In which case ignore the debt collectors letters but come back to this thread if you receive a Letter of Claim giving you 30 days notice, or a Money Claim

A few months back, a car that I am a registered keeper of was being used by someone else to get to and from work (fully insured of course)

Why don't you want to nominate them as the driver?

You can always transfer liability when you receive a Letter Before Claim. In fact, a week or so days after receipt is a good tactic. It sends them down a snake on square 99 and they have to issue a fresh notice to the driver. Or they ignore you because their admin won't be quick enough and make a claim against you because you did it so late, in which case you have an iron-clad single defence - I was not the driver and liability was transferred on X/X/2026.

My appeal was rejected last week and I’ve been given 28 days to appeal to POPLA. They’ve given me the code to be able to do this but I’m not sure how to word it or if there’s anything inparticular I should say, apart from showing the evidence that the car battery had died and I had to purchase a new battery.

Yep, just go to Popla on the breakdown and remember to argue frustration of contract (Google it). You can add that the parking company has accepted this fact as evidenced by their offer of a reduced amount of £20. But this is an obligation of membership of their trade body and has no basis in contract law. They aren't entitled to an admin fee any more than you are entitled to an admin fee for informing them and providing evidence.

If it's rejected, there is the plan B above.

Because it’s my daughter who was driving and I don’t want her to get the hassle and stress. I also believe I’m the person who is liable by law as the registered keeper

But it also says the vehicle overstayed.

The bit about not entering the VRM is confusing, unless they are replying to something you said in your appeal? What did you put?

And is that the car in an EV bay with poor signs? Was the car merely charging?

I didn’t put anything about this in my appeal. However, I’ll be included in it my popla appeal that my PCN and appeal rejection letter both state different T&Cs have been contravened.

The photo isn’t mine and is not of my car, this is a photo that Total Car Parks sent to me to show me the sign.

Hmmmm… but that's a sign in an EV bay and not helpful as evidence, given your car wasn't there in that section.
