Transfer of Liability & TE9
Hi Guys,
I have recently purchased a car from a small dealer and he had racked up multiple PCNs before he sold it to me and they got transferred over to my name. I replied back to the council by email giving proof that I did not own the car when the PCN's were issued but the council didn't respond and we went to their community hubs to inform them of the situation.
However by the time we got 2 transfer of liability letters from them indicating that they had transferred liability to the seller it was too late as I also got 2 TE3 & TE9 forms indicating that an order for recovery of unpaid charge had been made.
Now based on the above do I have to respond to the Traffic Enforcement Centre, using the TE9 forms with a witness statement or should I just write a letter or email informing them of my situation. There is no appropriate option I can select in it as I shouldn't have been sent the PCN in the first place.
Any advice would be greatly appreciated

As Its a council matter, I strongly suggest that you post your query over on the FTLA parking forum website after reading their posting requirements first
