Euro Car Parks, DCBL and the Letter of Claim.

Hi All,

I am currently ill and between that and my autism, my brain cant make head or tail of the newbies section, so apologies in advance.

Please see below. These are the response letters to my challenge to an original letter received 3 weeks ago.

The original letter i wrote is below these picture, using wording i gathered from other sources.

My original letter wording:

To: Direct Collection Bailiffs [Their address]

Date: [Today's date]

Re: Alleged debt — your letter dated 27/04/2026

I write in response to your letter dated 27/04/2026 regarding an alleged
parking charge dated 15/08/2025 purportedly issued by Euro Car Parks
Limited.

I do not acknowledge any debt to Direct Collection Bailiffs or to Euro Car Parks Limited.

I require the following documentation within 14 days, failing which I will consider this matter closed:

1. The original Parking Charge Notice dated 15/08/2025

2. The Notice to Keeper, including the date it was issued and the method of service, demonstrating full compliance with Schedule 4 of the Protection of Freedoms Act 2012

3. Evidence that all notices were served within the statutory timeframes required under POFA 2012

4. A copy of any County Court Judgment relating to this alleged debt

5. The contract between Euro Car Parks Limited and the landowner authorising enforcement at the relevant site on the date in question

6. Direct Collection Bailiffs' Consumer Credit Act authorisation or equivalent authority to collect this alleged debt

I neither confirm nor deny being the driver of any vehicle on the date in question and make no admissions whatsoever.

I am aware that under the Protection of Freedoms Act 2012, keeper liability is conditional on strict procedural compliance. Should you be unable to demonstrate such compliance, no liability attaches to me as keeper.

I require all future correspondence to be in writing only.

I have not received any other letters responding to my requests in the above. I have only received the attached letters, nothing else in how to respond to them.I would welcome advise on the next steps. Thanks in advance!

    You've shown your numberplate, which is personal data, but we didn't need to see a letter that's already shown in the NEWBIES thread post 4 (the pictures of the £170 threatograms to ignore).

    Please bear in mind that i am autistic and have a chronic inflammation disorder. Sometimes i cant process information well.

    I finally had a response from DCBL with a request to pay the £170 within 30 days. They finally provided photo evidence showing that i entered the car park on said day (15th August). side note - It does appear that the original PCN was sent to an old address as i forgot to update my VC5 which is apparently the way they trace the car.

    I double checked my bank app and i can see that have a bank transaction for ECP Wapping Wharf…this a Euro Car Parks and is the car park i supposedly didnt pay a ticket for. This transaction was posted on the Monday 18th of August, with a transaction date of the Friday 15th of August. In my mind it appears that the car park payment was posted late and their system hasn't picked it up properly….so in effect i have paid but wrongly charged with PCN.

    This car parking payment was done via my phones chip and pin and i have no ticket or other evidence i.e email receipt, just the banking app screenshot with the dates in view

    In my head i simply send them my banking app screenshot and that is proof that i did pay, however i dont want to assume and drop myself in it. Any help is gratefully welcome.

    Yes send that to them and tell them to return the file to ECP to cancel the PCN.

    They won't, but push them to do so!
