No there is no union. Reluctant to raise and put head above parapitt so to say. Will monitor to see if disadvantaged but the principal just feels wrong.

There is nothing to stop you as an individual joining a union, and you might want to do that because IF it gets messy down the line their advice and support might prove invaluable. Don't wait for it to become messy before you join. https://www.tuc.org.uk/wales/find-union-you
Having done that, you can mention to others that you have done so. If several of you are union members and mention it en masse, your position is stronger.

My employer used to round the clocking times at both ends of the day.
If you were more than 7 minutes late you lost 15 minutes pay. However, following an HMRC audit, this has been updated to any deduction is now exact. So if you are 0-7 minutes late you are paid in full (on the theory you can be delayed by anything on the way to work) but 8 minutes or more you are deducted the exact amount of minutes late. Also at the end of the day, you are now deducted exactly the number of minutes you left early by.
HMRC advised that by this method, no-one could be below the minimum wage - not that any employees were due to the rates of pay.
I believe you can report any employer to HMRC anonymously if you believe staff are being underpaid.

We have 'rounding' where I work to the 15mins.
Say you start at 8am.
Clock on at say 7:50-7:59, that's paid from 8am. There's an allowance beyond this, I think it's mins. So 8:03 is paid from 8:00 still but 8:04am gets paid from 8:15am so you may as well just sit in your car in that case or the staff canteen or whatever.
Say your finish is 5pm but you've stopped over. If you clock out at 5:12pm (so within 3mins of the 15) then you'll get the 5:15pm payment but if you clock out at 5:01-5:11pm then you'll only get until 5pm.
I have had it where clocking out at 5:10-5:11pm also got me the 5:15pm payment but it was more how payroll felt on the day. And also when things were done manually whereas we're now on a computerised system so there's less 'play'.
The way I see it is there's only 1 way to guarantee I get the 15 & that's do it.

I was a Payroll Manager for 40+ years, using clocking systems.
It all came down to commonsense,
The basic working day was 7.30am to 5pm anything agreed before or after was Overtime
Clock in at 7.34 paid from 7.30, clock in 7.36 paid 7.45
Clock out at 16.59 on a regular basis and that would result in a 16.45 payment
Clock out at 17.10 and that would be paid 17.15
If people take the pi$$ then they get what they deserve.
