Parking Charge Notice Lease Car
After some advice please.
On Saturday 18th April 2026 I received a letter through the post from my private car leasing company in relation to a parking charge notice: for my lease vehicle. In this letter it stated that they were giving me "advance notice that they have made a representation to the Parking Operator thus allowing you (me) time to review the details. The Parking Operator should now re-issue the parking charge notice to you (me) for payment or appeal."
I went on to try and appeal against the charges as stated in the email below and copied the lease company in.
When I tried to follow the instructions I was unable to make an appeal or pay a fine at the time (I attached documents to prove this).
When I tried to contact the parking operator about this issue, I received an automated response from them to which I again tried to reply.
I replied to this seeking further clarification.
I then wrote an appeal letter which I planned to print at work on Tuesday and post on my way home (still within appeal timescales). However, on Tuesday 21st April I recieved a further email from the parking operator to say the PCN had been fully paid and the matter had been closed. I therefore did not post the appeal letter.
I then received an email from the lease company saying they had paid the fine and would refund me should my appeal be successful. I cannot appeal this because they have paid it which is not what they originally said they would do. I therefore do not think it is fair that they say they will be invoicing me and charging me an additional admin fee for this.
I emailed the lease company to say If they disagreed with what I am saying then please could I have the details of who to contact in your complaints department and details of your manager and CEO. I received no response to this email.
I have now received an invoice to say there is £78.00 outstanding on my account in relation to the PCN and admin charges.
Does anyone know where I stand with this please or what next steps I can take?
I have proof that I paid the correct fee for the date and time the PCN was issued so can appeal it.
Thank you in advance for reading this and any advice you can give.

What does your lease agreement say?

There's been a few examples of this on the forum, you need to keep complaining to the lease company and refuse to pay the invoice.
I went through this with Tusker and it took me months to get it sorted but in the end they did agree that they shouldn't have paid the invoice without my approval. The parking company have no incentive to allow an appeal now as they have their money!
Tucker kept trying to push me to deal with the parking company, my consistent argument was that Tusker were invoicing me, and so I would deal with them only. I sent them all the required evidence and asked them to provide a justification for the parking invoice when I could clearly demonstrate i had paid.
It also helped that the terms of my lease clearly state that all charges (such as pcns) would be passed to me for payment, so they had broken their own terms by paying it.

Refuse to pay it. Simple. Block/bounce it with your card provider, as unauthorised. It's not just 'unfair', it is unrecoverable from you.
They should never have paid this invoice.
Reject that invoice from the lease firm, not least because their first notification said that you should now receive a PCN to appeal.
Therefore they were saying they had transferred liability to you. Which was the correct step and took them out of the equation, so they can't then just pay your PCN and remove your appeal rights.

I have now had a response to my complaint about this from my leasing company.
Good morning,
REF: MT
Further to your correspondence, I am writing with our Final Response to your complaint.
The remit of the Complaints department is to investigate your concerns and to review whether there are grounds for recourse in the event that lease company has not acted appropriately or treated you fairly in line with your contractual Agreement with us.
Firstly, it is always disappointing when a customer feels that our normal high standards of customer service have not been met. I would like to thank you for your patience while I have investigated your complaint.
My understanding of your complaint
I understand your complaint relates to the fine recharge invoice raised on your account with us totalling £60 plus admin fee for a fine that was made payment for in April 2026.
Investigation
Fine recharges
When fine notices are issued, they will be sent to the lease company in our name as the registered keeper. If the issuer allows, we will represent your information for the fine to be reissued directly to you for you to pay or appeal. In instances where the issuer does not accept representation or they have no success in reaching you directly, in line with your agreement, we will make payment and recharge the cost plus an administration fee on your account. You are contractually responsible for paying the costs incurred by the lease company when making payment for the notices.
Upon investigation of your complaint regarding the penalty notice issued by Minster Baywatch Ltd against your vehicle, and the fact we have paid and re-charged you this notice.
As we are the registered keeper, we received your fine offence from Minster Baywatch Ltd. In line with our standard procedure (as per the above explanation), due to the issuing authority Minster Baywatch Ltd no longer accepting our representations to transfer liability we made full payment of £60 therefore, to avoid any further escalation of the fine for both you as our customer and us the registered keeper. We recharged you the fine amount of £60 plus an admin fee and in line with your agreement, when we make payment for a penalty, we will also charge an administration up to the cost of £35 plus vat. Due to the issuing authority not accepting representations to transfer the liability we have charged a reduced admin fee of £15.
Please accept our apologies for having been sent a letter of communication from our fines management team advising of advance notice that a representation had been made to the Parking Operator, when this was not the case, as Minster Baywatch Ltd do not accept our representations to transfer the liability. This has been reported back to our fines management team.
As you can appreciate, we have acted within your best interest, as per your contract with us, which does outline that you are liable for any penalty recharges against your vehicle, we will not be looking to credit your invoice.
Due to the fine notice being issued to the lease company, I have attached a third-party letter giving our authority to deal directly with yourself if you wish to appeal the fine with the issuing authority Minster Baywatch Ltd.
Acceptance of appeals is at the discretion of the operator, and any rejection is beyond our control. In the event your appeal is successful and once we have received confirmation the appeal has been successful with the operator, we will then be able to credit your account with the full invoiced amount.
In conclusion: With the evidence available to me, I am unable to uphold your complaint.
I hope that after explaining my findings to you I have helped you gain a better understanding as to what has happened and that you consider my response a reasonable one.
I have now proceeded to close this complaint but I must advise that if you are unhappy with our response and you are an eligible complainant, e.g. a consumer, micro-enterprise, small charity or small trust, you can complain to the Financial Ombudsman Service, South Quay Plaza, 183 Marsh Wall, London, E14 9SR, telephone 0800 0234 567 and website: (If you would prefer a leaflet on their service, please let us know and one can be sent to you). If you are not sure whether you are an eligible complainant, the Financial Ombudsman Service will be able to confirm this for you.
You have the right to refer your complaint to the Financial Ombudsman Service, free of charge – but you must do so within six months of the date of this letter. If you do not refer your complaint in time, the Ombudsman will not have our permission to consider your complaint and so will only be able to do so in very limited circumstances. For example, if the Ombudsman believes that the delay was as a result of exceptional circumstances.
Yours Sincerely
Not what I wanted! Any advice what to do next please?0 -
Simple
There was no fine issued ( magistrates issue fines. )
There was no Penalty Notice ( no Penalty Charge, no Penalty Fine. ) issued by the private parking company, Minster Baywatch
Minster Baywatch are not an authority
Minster Baywatch issued a private Parking Charge Notice, PCN , invoice
The lease or hire company were not obligated to pay a penny, because they transferred the liability to the lessee or hirer
The lease or hire company have failed to understand the situation, the terminology, the basics, plus they failed to comply with the BVRLA Memorandum of Understanding, if they are members. ?
So complete twaddle, balderdash, bull#### from them. ( which company. ?? )

due to the issuing authority Minster Baywatch Ltd no longer accepting our representations to transfer liability
Ask if you can have a copy of that!
