Civil Enforcement PCN - Not my car

Hi all,

long time user of this forum and regular reader (but not poster or commenter).

I've helped many many colleagues, friends, familiy, neighbours and friends of friends with appeals, POPLA, IAS and even County Court.

I finally have an unsolicited invoice in my own name!!! Going to have some fun with this.

Details are:

PCN recieved from Civil Enforcement to me as the RK

Issue Date 27/05/26

Incident Date 14/05/26

Location somewhere in Bradford

The Crime was exceeding the 60 mins free parking by 11 minutes.

The vehicle I'm the RK of is described, correct make model and colour.

Here's the good bit;

The ANPR pictures are of a different car. Same make, different model and different colour. The VRM however is the same apart from the first letter. Mine starts with a Y and the car in the pictures starts with a V. And by the way neither the RK or any other person allowed to drive the vehicle (Mrs Bluetoffee) has ever been to Bradford.

Further proof of the inaccuracy of ANPR and the pathetic so called checks that the parking operators (do not) perform.

The operator has therefore aquired my personal details whilst having no legitimate reason to do so.

So I will be unleashing a storm of complaints to ICO, DVLA, BPA my MP and anybody else I can think of.

I'll post a scan of the PCN as soon as I get a chance.

Note that the PCN details a grey 3 series BMW, whilst the (really poor) images show a white 1 series BMW

Also as I understand it, CE do not use POFA compliant PCN's so no keeper liability would apply

With an issue date of 27th May the NTK will be deemed to have been received on 29th May, which is day 15 after the "parking event" so too late for POFA to apply.

I look forward to seeing the outcome of your complaints. Or ignore it and just let it go to a claim, then defend & counterclaim for £300. They'd probably pay up.

Hi @Coupon-mad as I do when we play the Seagulls. Hope you get the chance to come see our fantastic new stadium.

I'm quite proud of the NEWBIES reference and ironically, that was against Civil Enforcement when they were masquerading as DEAL. I Iearned so much from that experience and like to think I played a part in the Co-op kicking them out.

I'm mulling over whether to let this play out but I'll keep the thread updated as progress is made. I kind of hope CE read this and put 2 and 2 together and figure out what happened last time they took me on.

Not sure if Ashley Cohen is still around (hope so)
