PCN - Parkingeye - Overstaying time

Hi all,
For this post I will refer to the driver of the vehicle as X.

X parked in Huyton Starbucks owned by EG garages on the 20/5/2026, ordered a drink and stayed in Starbucks for 2 hours to do work. No employee informed X of the parking charges, and that license plates had to be inputted at the front desk, even though the shop and car park was empty, and X spoke to the staff. X returned and the keeper of the vehicle received a £100 parkingeye fine on the 2/6/2026. This fine was on the outskirts of Liverpool/widnes in an empty car park in a new EG service station for overstaying in a Starbucks.

The time limit is 1hr30, x stayed for 2h17.

X also did the same at a later date yet has not yet received a PCN.

What is the probability that X will get this overturned, or at least one of the fines overturned if I get another one, or will X have to pay both fines?
Thank you very much for all of your help.

Its not a fine, its an invoice from a private parking company

Follow plan A in the newbies sticky thread in announcements near the top of the forum

Complain about it to the landowner or landlord or business and get it cancelled, with proof of patronage

I doubt that Parking Eye will cancel if the keeper appeals

    Starbucks often cancel these.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • X has emailed starbucks corporate, called the starbucks and they said they cant do anything and gave X an email for EG group, if EG group dont get back before Saturday when 14 days is up X will appeal with parkingeye but X will expect to just pay it.

Thank you so much for your help. X is a new driver and it is X’s first time dealing with this - crazy how they operate like a mafia yet the behaviour continues

What? Why is anyone looking at 14 days?

    Obviously, nobody pays AT ALL.

  • Really sorry but I do not understand what you mean. I have skimmed the megathread and it looks like:

the letter counts as a npk as it was sent to the owner, so if plan A does not work I should appeal

If this does not work I should appeal through POPLA. I believe the case against me is valid but unfair so there is a chance i still have to pay the fine, undiscounted.

Is this your recommended course of action?

Thank you for all the help and thank you for putting together the megathread, if after this the fine/s get cancelled then you must leave a way to tip you

I mean nobody has to try POPLA (it's not required and not fully independent) and nobody here pays a penny to this rogue industry.

X is not going to have to pay this.
