Parking Eye ticket - moved the goalposts
I received a PCN from Parking Eye claiming i entered their car park at 12.15.19pm and exited at 14.27.09 according to their ANPR so was there for 2hrs 11mins in total. The PCN claimed our allowed duration was 00.00 - i appealed this providing proof of purchase of a ticket using a bank statement. We had to buy a physical ticket as the app, phone number to pay didn't work or recognise the location (feels like a scam to make it harder to pay) anyway we no longer have the physical ticket. I explained we did pay, and we might have exited a little after our return to the car due to my young son being sick and clearing him up. However even then I don't believe we were outside of the grace period, because we absolutely didn't buy a ticket in the first minute of being there, by the time we had parked, tried the app and phone number and then realised the only was to use a card, therefore meaning our exit time would have been under the 10mins grace period but because i have no physical ticket i cannot prove this. They rejected my appeal on this basis and have now replied saying ah yes we can now see you did pay but what you paid was insufficient, so this now feels like they are moving the goal posts of the PCN as the originally one was for no payment at all. Obviously Parking Eye have provided no evidence other than the ANPR images, so no evidence of the parking ticket we did purchase, the times it was valid for etc. They have now obviously closed the ability to appeal at their end, i can't get hold of anyone to get the information on the ticket, and have just offered for me to go to Popla but then of course the cost of the ticket goes from 60 to 100! Can anyone advise? Thanks

Try PLAN A complain to car park owner or business on-site about PE's payment system not working/moving goal posts. See NEWBIES Announcement thread.

As above, plan A and also Popla

Thanks sadly Plan A won't work as the owners went into administration and i cannot find who would be responsible. I will go to Popla now and take the risk with the increased fine

"

Read the early FAQs in the NEWBIES thread that tell everyone NOT TO EVEN LOOK at the 14 days discount bribe. Stop even thinking about it.
But they haven't really moved the goalposts. The PCN was for being over the 2 hours paid. However, 11 minutes is in the region of the required grace period in the Code of Practice.
If 'Plan A' (that you read about in the NEWBIES thread before posting here) fails, you can appeal to POPLA with any evidence you have of trying to pay by app, and making it clear that (even if the payment methods worked better) nobody can pay on arrival in moving traffic before even parking and reading the sign to discover the location code and app to download!
You also won't care if you lose at POPLA. Doesn't matter. Nobody pays unfair private PCNs.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Their internal appeal system is phoney, so moving the goalposts, ignoring every word you submitted or simply sending a completely irrelevant templated rejection is entirely normal. Why would they allow appeals and turn down free cash?

It’s not a fine. It’s an invoice that is all

The actual charge never goes up, its £100 and cannot change
The £60 offer is an early settlement figure, not the charge ( its definitely NOT a fine either, its an Invoice )

But there's no risk. You won't have to pay!
