PCN - DCB Legal, Letter of Claim Response Rejected - Next Steps?
Hi everyone,
I received a PCN for parking in a privately owned hospital car park in October 2025. The car park is one I used regularly for my job at the hospital and they previously used Hozah as a payment method. This was set up to automatically take money from my bank account whenever I entered the car park by registration recognition, therefore I did not have to think about it.
However, the owners decided to stop using Hozah as a method of payment, but did NOT put this anywhere in their car park until weeks afterwards, and were still advertising Hozah as a payment method! The only way I found out was by word of mouth in the work place days after I last used the car park. I emailed the company Bank Park Management, explaining the situation and was willing to pay the money for the day I parked. Of course they ignored this correspondence and sent a PCN a couple of weeks later…
I disputed this directly with them, explaining that there was no correspondence on changes to payment method and even as I sent this dispute it was still being advertised that you could pay via Hozah! I also attached picture evidence of this. Of course they rejected with a blanket statement of "you parked and did not pay, therefore must pay this PCN blah blah blah…"
Of course I did not pay the PCN, and then had the subsequent threatening letters from the cowboy debt collection agencies. I then received one from DCB Legal as a letter of claim. I saw on another thread to respond to this one, essentially telling them to shove it, explain I am not intimidated and actively read this forum, and to include any genuine details to dispute if applicable. I did this, and sent them the picture evidence I mentioned above. Of course they have emailed to reject this too.
How should I proceed please? Any help and advice will be greatly appreciated!
P.S it is an absolute joke that I am an NHS worker trying to park my car to do my job and having to put up with things like this from these cowboy companies…

We agree
Wait for the inevitable N1SDT court claim pack from the CNBC in Northampton using MCOL to arrive in the post and then come back to this thread

Thank you! I'll come back once I receive this letter.

Hi,
I received the letter that you have mentioned last week. The front cover letter is HM Courts & Tribunal Service and states I must respond to the claim before the response date in the enclosed form.
The enclosed form is a Claim Form in the Civil National Business Centre. How should I proceed please? The issue date is 22/06/26, but I can't seem to see a response date as the cover letter states should be enclosed.
Thanks,
Dan

Name the private parking company claimant involved and any lawyers too
If the issue date from the top right of the claim form is 22nd June then login to MCOL via your government gateway account and complete the AOS online stage ASAP
Follow the 8 steps in the defence template thread in announcements near the top of the forum
Post a redacted picture of the POC from the lower left of the claim form below after hiding the VRM details first

The private parking company is Bank Park Management Limited and lawyers are DCB Legal Ltd, specifically it is David John Croot (I think).
I have completed the AOS online stage and I’ll have a look at the 8 steps in the defence template thread.
See below the image attached of the POC:
Thank you for your help so far!Dan

Easy peasy. Template Defence and follow the rest of the 8 steps until they discontinue!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
