Parking Charge - 7 Minute Stay
Hi all,
Would appreciate some advice.
i received a £100 parking ticket from Parking Eye for being in a store car park for 7 minutes while the store was closed. The context is that I thought the store was open until 10pm when it in fact closed at 8. The 7 mins elapsed while I drove in, parked, walked to to the door to check if it was open, then back to the car and left.
My car is a lease vehicle.
Question here is whether there is a specific appeal type linked to a frivolous attempt time frame like this 7 minute stay, or whether I should use the lease template provided by Edna Basher.
Would really appreciate any guidance.

Use the Edna Basher appeal first.
A hirer appeal can't lose at POPLA but the hirer could add at second stage appeal, after 'no Hirer liability':
- a point about 'lack of suitable consideration period to see signs at dusk', as well as
- a misleading entrance sign probably offering x hours free in the largest font? and
- landowner authority not covering a complete ban on parking that time of evening, and
- a ban on parking is not a contractual offer because no consideration (nothing of value) was given to the unidentified driver. Ergo, no contract.
But save those for POPLA. Appeal as hirer.

Latest update on this. I appealed via the Parking Eye appeals process and they have rejected the appeal and given me a POPLA ref.
Any advice for how I should proceed/word the POPLA appeal?

Dear Sir / Madam,
Thank you for your appeal in relation to the Parking Charge incurred on 10 April 2026 at
21:43, at Home Bargains car park.
We have reviewed the details outlined in your appeal, but we are not in receipt of
sufficient evidence to confirm that the terms and conditions were not breached. These
terms are clearly displayed on the signage located throughout the above car park.
Parkingeye are a member of the British Parking Association and can confirm that there is
adequate signage at this site that is visible, appropriately located and in line with the
guidelines set out in the BPA Code of Practice.
We are writing to advise you that your recent appeal has been unsuccessful and that you
have now reached the end of our internal appeals procedure.
If you wish to have your case independently assessed, please be advised, there is an
independent appeals service (POPLA) which is available to motorists who have had an
appeal rejected by a British Parking Association Approved Operator. Contact information
and further information can be found enclosed. See also www.popla.co.uk
Please note, if the Parking Charge was issued in Scotland/Northern Ireland, only the
driver can appeal to POPLA (Parking on Private Land Appeals).
As a gesture of goodwill, we have extended the discount period for a further 14 days from
the date of this correspondence. If you appeal to POPLA, you will not be able to pay the
discounted amount in settlement of the Parking Charge, and the full value of the charge
will be outstanding. In addition, if your appeal to POPLA is unsuccessful, you will no
