Excel Parking Services - privacy notice/no ticket.

I am part of a charity that organise a small event on private land, which has recently been sold but we were given permission to use it.

I parked my car, unloaded some items I had and then helped set up and carry out the event. On closing the event I returned to my car to unload the rest of the equipment so it could be taken back to storage, to find a blue card stuck to my window.

It isn't a parking ticket, but a notice -

Images of this vehicle and its registration number have been recorded for the purpose of parking enforcement. This data is collected in order to identify the responsible party as we have reasonable cause that a contravention has occurred

I am then pointed to Excel parking services Ltd - with a web address and email for the data protection . officer.

Previous years we have held this event in the same location with no issue.

Any Advice?

The keeper will probably receive a PCN-invoice through the post.

The little cards are intimidation tactics to make you pay up out of fear when the postman comes. No idea how they could identify the "responsible party" by taking a photo of a car and the reg number. The responsible party is the driver 🤦😂

This is the level of pettiness you're dealing with. If the land has been sold Excel are probably going gung ho and just dishing out tickets to everyone for no reason while they can.

Anyway, come back for advice when you have their invoice.

"Previous years we have held this event in the same location with no issue."

You'll never be able to hold it there again and other people will also get scam PCNs in the post this month, as you (the registered keeper) will too.

This confusing 'privacy notice' is a well-known ruse, run only by Excel & VCS, to avoid putting a 'real' private PCN on the windscreen and so they can get DVLA data straight away instead of waiting a month.

.The keeper will be sent an Excel PCN but DOES NOT HAVE TO PAY (nobody 'has to' pay any unregulated private parking scam invoice but they will be sued).

Complain to the landowner immediately to call Excel off and point out the charity will have to boycott this event in future. Get REALLY angry about it to the landowner and if you want, inform the local press.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
