APCOA GWR Station and Connect issue

I've read the newbie info and studied some of the other threads before asking this, so apologies if it has been addressed elsewhere, but I have a couple of questions relating to a PCN appeal.

Short explanation - I use the APCOA Connect app and APCOA site for parking at my local GWR station. I recently realised that our new vehicle had not been to the station and so before it was parked there, I wanted to make sure it was set up. I couldn't get into the website but duly set up the new vehicle in the app, and on the assumption that I already had Autopay set up for other vehicles and there was nowhere in the app to set it up, I assumed the new vehicle would be covered by autopay. Today I, as the registered Keeper, received a PCN from APCOA.

Having read the great threads from before I know I can use the appeal template and decline to name the driver (it wasn't actually me) and I also see that I can also appeal on basis of Station Bylaws and the fact that APCOA don't own the car park. Question 1 - should I include both in my initial appeal on the assumption that APCOA will see the language and realise they will have no success and just cancel the notice to save us all time, or do I hold that back for the POPLA appeal?

Also there were numerous issues with APCOA website and app, differing instructions on Autopay etc, that support why I had assumed by adding the vehicle in the connect app it would fall under Autopay. Question 2 - should I add that now or again hold that back for POPLA?

Many thanks in advance

"I also see that I can also appeal on basis of Station Bylaws"

You can't because that changed on Boxing Day 2025. They can hold you liable as keeper now and APCOA are using POFA wording re their Railway sites.

Just appeal telling them what happened in your own words - call it as a 'keying error' (Autopay error, explain what happened) and they'll offer to settle the matter at £20.

Either pay that or ignore them after that.

No POPLA as there are no grounds they will consider. Personally I would NOT pay the £20 and nothing will happen. Up to you.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
