Collection of 15 Private Car Park Parking Charges
Hi all,
Please bear with me if this is not the most coherent post—I am doing my best to piece everything together. I am the registered keeper of the vehicle.
I have received a total of 15 parking charge notices at a private residential car park between January and April. Back in January, the car park was covered with NPC (National Parking Control) signage, and as I had not received an e-permit, I began receiving tickets.
The reason I did not have an e-permit is that the bay leased to my landlord was temporarily occupied by offices related to ongoing building works. As a result, I was parking in a different, unused space with only a verbal agreement from the resident who leased that bay.
As a tenant, I was not given any notice about enforcement being introduced, either by the building management company or my landlord. I was also not informed about any alternative parking arrangements until very recently.
Because of this, I have accumulated a significant number of parking charges from NPC and have received multiple letters from DCBL.
When I initially contacted the management company in January, they said they would look into cancelling the first PCNs and arrange an e-permit for me. This never happened, and my attempts to follow up were ignored until I recently managed to get back in touch. They stated they would “do their best” to speak with NPC, and later responded with the following:
"I have now heard back from the parking enforcement company who have confirmed that, due to the volume of notices issued, and as the parking charges were issued correctly in line with site restrictions, they are unfortunately unable to close all of the charges as per our request. This is due to the charges having incurred fees and progressing to a third-party debt recovery team."
However, as a gesture of goodwill they have offered the following:
The 2 parking charges that currently remain with us directly we can close free of charge (REDACTED PCN# and REDACTED PCN#).
For the remaining 13 charges that have progressed to debt recovery, we can arrange for the debt recovery fees to be removed and allow the motorist to settle each notice at the reduced rate of £60 per ticket.
I would like to know whether I have any grounds to challenge these charges or have them cancelled before paying. I appreciate any advice, thank you for taking the time to read this.

Tell them yes please cancel the two that are with them and please arrange for the DRA to contact you re the others.
DO NOT AGREE TO THE TERMS, DON'T REPEAT THEIR OFFER. USE MY WORDS.
DON'T MENTION PAYING OR AGREEING TO PAY.
Then, push for confirmation that those two are cancelled.
Then (once you know those 2 are out of the equation) respond to the DRA and refuse to pay the ones with them, saying you'll see them in court and will rely on the binding authority of Kettel v Bloomfold [2012] EWHC 1422 (Ch), which is in all fours with this case:
Play this exactly as I advise.
No paying.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
