PCN Manchester Airport Euro Parking Service
I stopped for one minute to pick up my daughter who had walked to the ibis hotel at the airport after flying to manchester. I got a PCN ntk from Euro Parking Service saying - contravention (Parked on: Double yellow lines/Crosshatched bay/Restricted area of the car park). Can I appeal this or should I pay it?

Obviously nobody ever has to pay EPS. Read a few threads about them.
Ignore them.
Don't pick up Airport passengers in hotel or service station car parks! Absolutely not OK. You'll always be caught by ANPR or CCTV.
You can pick up free in most Airport long stay car parks.
Please show us both sides of the NTK, with ALL dates & times showing but your data & VRM and QR codes/refs covered.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you, I have a blue badge. Can I appeal it and if so on what grounds?

Errrm… there's no independent appeal with IPC firms. The NEWBIES thread pinned as an 'Announcement' at the top of the forum, marked 'PLEASE READ FIRST' tells you this.

The Ibis is within the Manchester airport boundary. They are trying to claim Keeper liability. They can't.
Just use any of the airport/non-relevant land appeals, only as the Keeper. DO NOT tell them who was driving.
I think this is the one that should work:
I am the registered keeper. EPS cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, EPS will be well aware that they cannot use the PoFA provisions because Manchester Airport is not 'relevant land'.
If Manchester Airport wanted to hold owners or keepers liable under Airport Bylaws, that would be within the landowner's gift and another matter entirely. However, not only is that not pleaded, it is also not legally possible because EPS is not the Airport owner and your 'parking charge' is not and never attempts to be a penalty. It is created for EPS’s own profit (as opposed to a bylaws penalty that goes to the public purse) and EPS has relied on contract law allegations of breach against the driver only.
The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NtK can only hold the driver liable. EPS may hope that the IAS will cover you but this Keeper is prepared to let this go all the way to a county court hearing, if you want to waste your money, so you are urged to save us both a complete waste of time and cancel the PCN.

It probs won't 'work' at the IAS though unless the secret assessor has a brain fart.
