Is not the real reason that the Pensions Dashboard project is not exactly motoring is because there is little financial benefit to the pension administrators in implementing the thing?
Having worked on a major financial infrastructure project that involved many major players and regulators, the thing that drove it forward to completion (on time and under budget) was the actual, real cost savings to be gained.

when I try and login using the one login on a web browser, it says I
haven't created an account yet. This is despite receiving e-mails with
authentication codes to continue with the creation of the account.IGNORE. It seems like depending on which route you take, it either works or it doesn't. Appears to be working now
Can you tell me what route took you to the GOV.UK One login. I seem to be getting something similar in that it tells me my email is not registered when I go here:

If I go from this page ("https://www.gov.uk/log-in-register-hmrc-online-services" and select "Sign in>") and select the second option, when I put in my e-mail address, it says I'm not registered.
However, if I go to "https://signin.account.gov.uk/enter-email" and enter my e-mail address there, then it prompts for my password and then a 6 digit code sent to my mobile which then logs me in.

For sure it's just another expense and potential queries faff, and schemes missing existing connection dates by a couple of months have been let off, however only very small schemes are yet to connect with a deadline for the end of this October (https://www.pensionsdashboardsprogramme.org.uk/progress-update-report - 'As of December 2025, 700 pension providers and schemes have completed connection, representing over 60 million workplace and personal pension records. In addition, the State Pension has now connected…').

There are also some big schemes yet to connect that have extended their connection date due to a change of scheme administrator.

Oh dear, I had in mind LGPS funds and various large private sector schemes (DB and DC) in what I said before. Don't tell me the CSPS still hasn't connected…

I get to the position disgruntled1234 was in and I followed in the previous posts where it says that there is no login for my email address, despite having gone through the sign up procedure using that email.

Is it possible you may already have Government Gateway login details already?
